The Risk Monitor is a project of Toward Reconstitution. It tracks where the United States is losing the capacity to absorb stress, correct course, or contain the consequences of failure — and how those consequences move through the wider systems people depend on.

The Monitor follows governance, economic conditions, state capacity, security, technology, social capacity, and global spillover. The point is not to predict every crisis. It is to keep a visible record of changing conditions, what they may lead to, and what evidence would change the assessment.
