The Answerability Index™
Every system organizes the same eight functions: power, access, feedback, agency, care, accountability, repair, and adaptation. No system invents them, and none escapes them. A friendship organizes power. A workplace controls access. A family decides whose feedback matters. A constitution determines how care is carried, who can act, who answers for harm, whether repair is possible, and whether the structure can change when it fails. The question is how each function is organized.
Under dominion logic, the function serves control and answers upward. Information moves toward authority. Permission moves away from it. Care can be withheld, and accountability often protects the hierarchy more than it constrains it. Under relational logic, the function remains answerable to the people living with its effects. Feedback has somewhere to go. Agency can alter outcomes. Harm creates an obligation to answer and repair.
No system is one thing all the way through. A workplace can distribute power and ration care. A family can listen well and repair nothing. A constitution can build feedback into its structure while leaving accountability dependent on whoever holds office. Reduce that system to a single score and the contradiction disappears into an average. Eight spokes keep it visible.
That is why the shape matters more than the score. A wheel with care near the outer edge and accountability near the center tells you more than a high average ever could. The system may feel sustaining to the people inside it while leaving harm unanswered. The unevenness is the finding.

The finding
Feedback at 6 against Agency at 3 is the gap. Chicago hears extremely well, and the people doing the hearing cannot act on what they hear. This is not a system that suppresses signal. It collects signal faithfully and routes it into a body without the data, staff, or independence to convert it into outcomes. Having been heard becomes the thing that makes not being answered feel procedurally fair.
The Accountability score is the more instructive number. A framework that only ever finds dominion logic would put it at 2. The actual structure is a city building real answerability machinery against real internal resistance, and starving it in the same budget cycle. An instrument that cannot register that is not measuring anything.

How to read any shape
This is not a diagnostic instrument in any clinical or legal sense, and a score is not evidence. It is a way of making an argument visible. The value is in what the shape prompts you to ask next, not in the numbers themselves.
A worked example
How a system gets its shape
A wheel does not arrive with its shape. Every shape is the residue of the same loop, run over and over, until the pattern hardens into structure.
Rupture is intrinsic to relation because rupture is difference. Any action changes the field of relation. It carries care toward someone, away from someone else, or unevenly across both. The difference does not begin with harm. It begins wherever effects, needs, meanings, or positions diverge.
What matters is how the system responds to that difference. A system that repairs transformatively builds one architecture. A system that repeatedly chooses the cheapest available repair builds another. Run the loop long enough and those accumulated responses become the thing you just plotted.
Step five is the whole system
Every other step is observation. Step five is a choice, and it runs on one continuum from care withheld to care given. Systems are not distinguished by whether difference opens between the people in them. It opens constantly. They are distinguished by where on this range they reliably land.
The quiet end of withholding is not absence. A system that does nothing leaves the difference where it fell, carried by whoever it landed on, which is a decision the system made and did not pay for.

The same loop runs at every scale. Nothing on this list is exempt, and nothing on it requires a different instrument.

Environmental and planetary
- Ecological — ecosystems, climate, extraction, sustainability
- Geopolitical — borders, migration, war, diplomacy
- Historical — memory, generational trauma, archives
- Infrastructural — water, energy, transit, sanitation
- Agricultural — food systems, land use, who eats
Existential and cosmic
- Philosophical — ethics, meaning-making, metaphysics
- Spiritual — faith, ritual, sacredness, silence

- Evolutionary — natural selection, survival, genetic relation
- Mortal — death, finitude, grief, what ends
About this instrument
The Answerability Index is part of Toward Reconstitution, a project on the structural omission of care and accountability from constitutional design.
Its underlying framework is the Dynamic Fractal Theorem of Relation, which holds that rupture, repair, and care operate as a recursive triad across every scale of organization.
Why these eight
Each function is a precondition for the next. Power determines who sets the terms. Access determines who reaches the table those terms were set at. Feedback determines whether anyone at that table can be heard. Accountability is impossible without feedback, since a system cannot answer for what it never registers. Repair is what accountability becomes when it moves past acknowledgment. Care determines what repair is for and who is worth repairing toward. Agency determines who participates in any of it. Adaptation determines whether the arrangement can change once its failures are visible.
Remove any one and the chain breaks. That is the test each function had to pass.
